The need for coordination and cooperation between the civil society organizations in any country, and with the international organizations, in addition to the regional level, has always been necessary to meet the different needs of the beneficiaries. When it comes to drug users, especially the injecting drug users, many problems appear on the psychological and social support levels and the medical and physical follow up in order to face the drug use dangers that can be summed up by the overdose, the sexually transmitted infections, the AIDS, and the hepatitis B and C. There is no doubt that the association cannot offer by itself all the required services. Therefore, the need for a context to coordination, cooperation, and exchange has risen, and has been called the referral. Many characteristics are attributed to this context, especially the fast and secure services offered to the drug users through the coordination that gathers all the associations, and therefore, each one inform the other by the need of a person for a service that is the concerned association cannot insure. What the network of the Middle East and North Africa is trying to achieve for mitigating the risks of drug use by focusing on the referral is to demonstrate the extend of the importance of this concept, and the supply of information required for the referral in order to be successful on any level. |
