Written by Miss Joumana Hermez – TO/STDs (WHO – EMRO) In the Middle East and North Africa (MENA) there are currently 670,000 people living with HIV and between 400,000 and 900,000 injecting drug users (IDU). There are also a larger number of non-injecting drug users at risk of transition to injection or to temporary injecting behavior due to various reasons. Injecting drug use represents the second most prevailing mode of HIV transmission in the region and constitutes the main driver of the epidemic in several countries.
The effectiveness of harm reduction (HR) interventions is proven to slow or reverse HIV epidemics among IDU when implemented at appropriate coverage levels. In MENA, HR is relatively new and shyly picking up after long years of rejection.Civil society organizations are most efficient in delivering HR services. This is due to their proximity from the communities, their trust relationship with the target groups and to their flexibility and adaptability. In MENA civil society is generally weak with few exceptions. Middle East and North Africa Harm Reduction Association (Menahra) is the product of a Regional project implemented by the World Health organization and the International Harm Reduction Association, intended for strengthening the role of civil society organizations in HR in MENA. Menahra comprises 3 sub-regional Knowledge Hubs (SIDC- Lebanon, Ar-Razi- Morocco and INCAS- Iran). It envisages establishing a regional network on HR whose interim secretariat is located in SIDC. Menahra will also support model programmes that can demonstrate the feasibility of HR services; and will provide direct support to civil society organizations to initiate or scale-up HR interventions.Menahra is currently at the stage of laying the foundations for sustained capacity building, advocacy and information and experience sharing in HR in the region; which will eventually lead to an environment which is conducive for the implementation of life saving HR interventions.
