Interview with professor Gerry Stimson
The International Harm Reduction Association (IHRA) held its 20th annual International Conference on Harm Reduction in Bangkok, Thailand from April 20-23, 2009. The conference brought together harm reduction activists from all over the world to share experiences and discussions on the latest innovations in the field. We meet up with Professor Gerry Stimson, Executive Director of IHRA, following the closing of a successful conference and discussed the event as a whole, including the representation from the MENA region.

| Welcome to the Eight MENAHRA Newsletter |
Please find below the eight Newsletter from MENAHRA – the new Middle East and North Africa harm reduction network. The network was established in June 2007 in order to strengthen harm reduction capacity, policies and interventions across all 22 countries in the region. The network consists of a central secretariat (in Lebanon) and three sub-regional Harm Reduction ‘Knowledge Hubs’ (in Iran, Lebanon and Morocco).
This newsletter is pleased to feature a number of scientific articles relevant to harm reduction, as well as testimony, reports and events from the MENA region and around the world:

Guide to reading the table
The table below lists the countries and territories around the world that support harm reduction in policy or practice.1
Explicit supportive reference to harm reduction in national policy documents: Countries and territories which have an explicit reference to harm reduction in
national health or drug-related policy. Of particular interest here is the US, which includes harm reduction in its national HIV2 and hepatitis C3 strategy documents,
but not in those relating to drug policy.
Needle and syringe exchange programmes operational: Countries and territories which have one or more operational NSP sites. Click here to find out more

| MENAHRA meetings |
Two meetings with the Organizations on harm reduction from the MENA region were organized by MENAHRA during the conference, which objectives were:
- Introducing MENAHRA and the Organizations coming from MENA region.
- Achievements and expectations from the MENAHRA.
- Feedback on the Conference related to activities on HR in the MENA.
20 Participants attended from Lebanon, Iran, Pakistan, Afghanistan, Egypt, in addition to international organizations as the WHO/EMRO, Drosos foundation, MDM.Click here to find out more |

| The fifth regional training workshop by KH-SIDC on HR Policy |
The SIDC Sub-Regional Knowledge Hub (KH-SIDC) in Lebanon, with the support of the WHO and IHRA, and funded by Drosos Foundation, organized its fifth regional training workshop, this time addressing the topic of “Harm Reduction Policy”. The workshop was held at Le Crillon Hotel in Broummana, Lebanon, from Monday the 16th to Thursday the 19th of March, 2009. Participants attending the workshop included 26 health professionals, medical doctors, police, NGO managers and ex-drug users from Lebanon, Syria, Palestine, Jordan, Sultanate of Oman, Saudi Arabia, Egypt and Iraq. Role of Nurses in Harm Reduction and the importance of the existence of the International Network on Harm reduction for Nurses.
The profession of nursing is to help people who are not well and to promote life style, educating, manage their illness, manage their recovery.
In doing that, nurses teach how to live a healthy living.
Harm reduction or minimization of harm is nothing new to nursing; Nurses have been doing this around the world.
For example the existence of nurses in developing countries in promoting healthy living and for example in fighting communicable diseases among Public Health, like for Cholera, Tuberculosis, Dysentery, Children malnutrition, Drugs and Alcohol problems are on the public health Agenda, It is more so when we have to address blood born viruses, community safety, hidden harm as children neglect, domestic violence and many others.Click here to find out more |

| IHRA's 20th conference on Harm reduction, Bangkok |
It's the 20th time that IHRA (www.ihra.net) organizes an International Conference on Harm Reduction, the location is the Imperial Queen's Park Hotel, Bangkok, Thailand , and the Conference began officially on Monday 20th of April, and took an end on Thursday April 23, 2009.
about 1000 delegates came from 80 countries from all over the world.
The conference permitted people from several NGOs, GOs, and other networks and associations to meet and to Network and to promote the Harm Reduction Topics which will let the world visualize it and put it on the map.
MENAHRA (www.menahra.org) participated actively in this event for its second time actively

Needles Exchange Program |
What is Needle-Exchange program?
A hypodermic needle-exchange program is a sometimes controversial social policy, based on the philosophy of harm reduction where injection drug users can obtain hypodermic needles and associated injection equipment at little or no cost. These programs are called "exchanges" because many require exchanging used needles for an equal number of new needles. In practice, some programs vary in their stringency; in the Canadian capital Ottawa, for example, participating clinics do not demand used needles before giving out new ones.

Opiate Substitution Therapy- A Comprehensive Approach |
In its strategic planning, the MoPH in cooperation and in partnership with NAP established a task force to put a comprehensive system for OST in Lebanon. The objective of this task force is to gather the Lebanese experience in treating drug addiction by involving psychiatrist, health care providers and non-governmental organizations to come up with a set of recommendations and guidelines to establish OST service taking the Lebanese context into consideration and adopting the best international practices.
In this context, the National AIDS Control Program with the support of the council of Europe represented by Med Net(Pompidou Group) and in collaboration with UNODC, UNAIDS and WHO organized a series of workshops on Opiate Substitution Therapy, a comprehensive approach. The objectives of these workshops were to highlight important aspects pertaining to addiction and OST, including drug to be used like Methadone and Buprenorphines, procedures and best-learnt practices and experiences by international experts. To prevent the spread of STIs/HIV/AIDS among the Most At Risk Population (MARP) more precisely Men having Sex with Men (MSM), Injecting Drug Users (IDUs) and Female Sex Workers (FSWs) through changing their risk behaviors; the Soins Infirmiers et Développment Communautaire (SIDC)-Lebanon started its experience in the field of outreach work in 1997 addressing these groups.Click here to read more.
